vii. Users must not use a proxy or otherwise attempt to mask or reroute their connection.
So,.. let's say someone theoretically forgets that they had a proxy enabled on their browser..
Maybe they were using it for security purposes. Then they can be banned ? I mean everyone makes mistakes...
