Facebook helps a lot. I got 10 referrals that way, but I don't think a single one is active

Yes, getting the referrals is one thing, but getting them to continue to be active is another, which there's nothing you can do about that.  If they allow you access to their email, I guess you could email them and give the the ends and outs of FC so they have a little more direction on all the different ways to make money on FC, that may encourage your referrals, but again, if they allow you access to their email address.
