I would have to say McDonald's after the two that you mentioned. However, Wendy's and Rally's have the best fries. I also love homemade. As far as fast food is concerned Wendy's is my pick for fries because there are no Rally's close to me anymore.

There's a couple pizza shops in my area that make really good fries. I would say Wendy's does if I had to pick a chain.

Rally's/Checkers, hands down. Their fries just can not be compared to any other restaurant that I know, in my opinion. But if we must choose between McDonald's and Burger King-- Micky D's.

I have tried fries from both McDonald's and Burger King.  To this day, I still prefer McDonald's fries to Burger Kings.
In N' Out Burger makes one of the best burger's but their fries are terrible.  They taste almost like paste and and at the very least their fries have little or no flavor.  I usually add a lot of ketchup and salt to at least improve them somewhat.

I actually find the best french fries usually come from chinese restaurants that have them on the menu. They usually make a fresh batch. It's delightful.
