Why is it that sellers on eBay say OBO but wil only come down a $1

Does it make sense to anyone why a seller on eBay always has OBO on their auctions but will only come down a dollar on the asking price. I know a few sellers like this on eBay and am constantly wondering why they offer OBO but wont come down further than that $1.  :dontknow: Any ideas?
