While the bill does have parts to state that it will not cover illegals, it provides no method to determine the citizenship status of those applying and thus will ultimately end up covering them.  On an unrelated note, it has been estimated that we will be paying over 7 billion in income tax returns to illegal aliens this year through the Additional Child Tax Credit and this is nearly double that which was given out in 2011 (4.2 billion).  Unlike the case above, this is because the IRS is discouraged from checking the validity of the claims, and not that they have no mechanism.
