Work Issues Scenario 4

There are 2 people that do shipping of small packages, UPS and FedEx.  One is the main shipper and the other is the backup.  The backup is new to the company but has many years of warehouse experience.  The shipping process is pretty simple:  boxes come down the line with a pick sheet, it is scanned, info is checked and entered if needed, a UPS or FedEx label comes out with a packing list, placed on the box and put on a skid.  There is however a few companies that our truck drivers deliver to personally and also stock the items for the customer.  Lots of these items that we deliver are small and are placed in small brown paper bags like lunch bags.  A label and pack list come out and is placed in the bag and the label stuck on.  There could be over 100 bags sometimes a day.  The bags come down the line in totes and then processed. The way the bags are processed by each shipper is the question.  Shipper A brings a tote of bags down the line then places as many  bags on the scale as possible, scans a ticket, prints out label and pack list, sticks label on bag, throws pack list in bag, then staples bag shut.  Next puts about 4 to 10 bags on the computer table, does some more, then grabs 2-4 bags and walks 30 feet over to a skid that has a box for all the bags and this continues all day.  Sometimes the box has to be moved many times so others can put full cases on the skid.  Shipper B leaves bags in tote, scans one at a time, prints out pack list and label, puts pack list in bag, uses label to close bag and places bag on a cart about 1 foot away from the line.  At the end of the day Shipper B rolls the cart over to the skid ONE time with ALL the bags finds an appropriate sized box and places them in box on top of skid.  Thus Shipper B is only taking ALL the bags over to the skid, 30 feet once per day.  Which method makes more sense to you Shipper A's or Shipper B's?  Thoughts?

If there's no exact method for shipper A or B is to follow to do their job, it wouldn't matter to me how they did it as long as they got it done, and they both are doing the same amount of work.  (If one is accomplishing waaaay more than the other because all those trips back & forth are wasting time---then again, I would submit the idea of the more productive way to get things done and hope the company implements it.)
