Seizures and Legal Restrictions with Them

If I could make the law about restrictions for seizures sound more fair, I would say that full-length restrictions (according to the region he or she lives in) should apply to people who have not had a regular cerebral fitness membership within the past 2 years. By regular in this case, I mean playing games from the cerebral fitness site for the majority of days in a week on average for at least a year. If they have had a regular cerebral fitness membership as I just explained, the restrictions should be reduced down to as low as 1 or 2 months after that person has had a seizure. If you disagree, please explain why.
