Can anyone explain what Fresh Start is and how it works?

I've been hearing the term "Fresh Start" mentioned a lot in relation to tax debt recently, and it sounds promising for people struggling with the IRS. However, I'm a bit confused about what exactly it entails. Is it a single program, or is it an umbrella term for several different options? Can anyone here clearly explain what the IRS Fresh Start program is and how it actually works to help taxpayers reduce or manage their debt?
