1997 mercury cougar dash and rear lights don't work

Last night when I went to turn on the lights in my car the dash and rear lights did not light up.  We have checked the fuses under the dash and hood.  Any suggestions?

possible loose ground wiring i'd check ground wires/ and then again could just be the bulbs check them also!but sounds like a wiring problem!

The car has a new "symptom"  The dash and rear lights will work if you turn the *bleep* for the lights in between the drive and actual lights. Almost right in the middle, move it just a mm and they go off again,  Could it be the switch, or is it still prob the ground?
