Why cant I reply to some threads?

I've noticed a couple times I try to reply to something and it says notify where reply should be. Does anyone know why that is?

Well its just random threads I just chose one randomly and it actually was one it was by "beams" and the topic is "post or reply". This is just one of the threads that I cant reply to if I wanted.

I would think it would be because the thread is locked?  Locked threads are closed by staff I think.

Yes the topics you cannot reply to have been locked. You will see a little closed lock by the topic.

Why does admin lock the thread? Does this mean that they are going to reply to it personally?
