Manual Crediting

Could someone advise on when we can get manual credit.  I have sent support messages to request this and don't get a reply.  I bought a product for $30 and was supposed to get $7 credit but received nothing.  When I asked support for help they just said sorry, sometimes it works and sometimes it doesn't.  I was going to buy the product anyway but would have bought it direct from the website had I known.  Anyway, what are the rules for manual credit and is there really such a thing?
