Since you seem to know him, did he get paid for the offer? If he didn't, you don't either. If he did, then ask support.

You are supposed to get instant credit for offer completion bonus. Just like the joining bonus. As replied earlier pls confirm if your friend completed any offer and got credit himself. If so you must raise a support ticket asking for clarification. To raise a support ticket:
Click on SUPPORT tab in the home page
click on "OPEN A NEW SUPPORT TICKET"
Fill the form with "TOPIC, SUBJECT and MESSAGE"
Explain your query in the message clearly. You may mention the name of ur referral and if possible the name of the offer completed by referral
