I am not going to claim to be a "chef" or even a great cook.  My family has never gone hungry though!

If I had your ingredients, I'd probably put them in the crockpot along with some Lipton Onion Soup Mix and water.

Your potatoes are throwing me off. ;) i would season with salt and pepper and  brown the chops in some fat and put them in a crockpot with the veggies. Do you have any chicken bullion cubes? I would make a cup of broth and add it to the chops. I'd cook it for about 4 hours on high then I'd add the rice and cook for 15-20 minutes more. Yummy!
I guess you could use your potatoes too but I'd save them and make some fried potatoes or something like that.
Good luck!

Cream of mushroom soup would work great in the crockpot with all but the rice.

I would lightly batter the chops in flower and cook them in frying pan in olive oil.  Then take out once done put to side for few minutes using whats left in the pan make gravy either use butter then add flower once melted brown it then add little more olive oil to it add water,  then get it to your taste that you like best.  I even add a few chicken grandules or beef which ever.  Then add chops back into the gravy and simmer for while.    Then make rice using chicken broth and water so its suttle. Take taters cut up into bite size, add olive oil & little butter to non stick frying pan put taters, carrots, and broccoli saute over medium to low heat til fork tender add salt pepper, or if no salt diet use spices you like I use a McCormick no salt blend  and basel alot for everything.  Then enjoy!!!   ;)   ;D
