Well, looks like it worked for you. There should always be a start new topic as long as you are within a topic on the board.

You should see the blue "Start New Topic" link on each category of the Discussion Board except Contests & Promotions, which are run by the Administrators.  

Be aware that you cannot remove a topic that you yourself start.
