Incentive Signups

Are incentive signups against the TOS? For example, a website that lets you purchase referrals for cash or allows you to swap referrals with other members. I read the Terms of Service, but I'm still unsure if this falls within the rules.

we can't change our referrals here or anything like that... you can promote your banner anywhere you want but don't post links to anything in the forums here or you will be banned

I was wondering the same thing. I have actually been looking into those sights that let you buy and trade referrals...better to ask admin I guess.
