If the promotion is locked, it means it no longer is going on.  Keep an eye out in the "Contests/Promotions" section of the forum for any new promotions or announcements about upcoming ones.

There are, however, running weekly promotions involving sports and one which isn't sports related where you can earn a few cents each week.  They are pinned at the top of the "Contests/Promotions" section.
