I just noticed I had a new referral because the person did an offer and got me the 2$ bonus. Only thing I'm confused about and the reason why I didn't notice them sign up because I didn't receive 1$ for them signing up, which is what I thought comes first? I only got the 2$ for them completing their first offer so far.

Anyone know how this could've happened ?

It may have just gotten missed. That happened to me on one of my referrals. I just contacted support and they fixed it and gave me my dollar. Click on View referral activity details on the left side of your account page and see if it shows the $1 on that page or if that only shows the $2 also.

It only shows the 2$ for them filling out the offer and it's still an "x" in the 1$ spot. I guess I'll have to submit a support ticket

im getting the same offers and i cant do them as im signed up for them my referral get different one now why do i have the same since i started this is my fourth check and no new offers getting ready to quit

you can always tell if you have referrals by checking then left side of your account page under referrals. If it is not listed chances are that you do not have any referrals. It must have gotten there by mistake, or one of your previous offers came through. It should also stat who the referral was by his or her name.

You are actually able to complete offers before you confirm your account. The $1 bonus comes from signing up and confirmation
