Well, love is not under any time constraint; it shouldn't be, I should say. LOVE is a very powerful word that should never be used lightly. If you really have true heart felt LOVE for someone, you should tell them whenever you truly feel that way for them in your heart. You should really depend on your heart to let you know if it is time for you to tell someone that you LOVE them. Not to sound cliche', but 'always follow your heart.'
