I had this dilemma when I was going on vacation, and had asked a similar question. From what I was told was that it is okay if you use multiple computers within your home (As they are all the same IP address anyway) - just you can only have one account per household and per IP address. If you are away from  home you can not sign on using any public network (ie, no libraries, airports, hotels, wifi hot spots), you can also not sign on at someone elses house who currently has or plans to ever have FC now or in the future (that would go against more than one member on an IP address). If you are visiting a friend or relative who never has been on and never ever will be on FC then I was told it was okay to sign in to your account and work there.

I hope this helps, I know when I was planning a vacation I was really confused myself!
But what if I buy a laptop and get one of those laptop connect cards is that ok or what? :dontknow:

According to how I understand the TOS itIS ok to use a different I.P address if and ONLY if no other FC member uses this connection to complete offers/log in. So if your account will be the only one being accessed through your laptop you should be fine :)

That's a good question.

I am attending college out of state. I have a laptop and a desk top computer, and when I'm at school I usually use my laptop. At home my desktop so I'm I have two different IP addresses can I open two accounts?

I always use the library's internet, because i don't have internet at home. So far i haven't had any problem. the only way there would be a problem is if someone else comes here and joins from the library computers, or logs in using the public wifi or something. I'm just hoping no one does. I'm also hoping that if someone did, FC would give me a chance to explain before they just deleted my account.

According to the TOS no one person can have two accounts or more then one account per IP address. So the answer would be no :(

http://www.fusioncash.net/tos.php

Users must not create more than one account per person, nor may they create more than one account per household. A "household" is defined as a single dwelling (including basements, attics, extensions, etc). Should a user be a member of more than one household, he/she must be the only FusionCash user in each of those households.

I don't think you have to worry about it very much. I sign in all the time on another computer and I have never had a problem with payment or anything.
