Are they going to send PayPal "payments" out before Febuary 20th?

From my understanding from reading all the threads this has been answered many times over.  Payouts are made at around or befor the 20th of each month as long as a person has requested a payment by the end of the prier month.  So lets say you requested a payment at the end of January you will get your payment at or around the 20th of Feb.
