Is there any actual free pre-paid cards that do not have monthly fees?

Some cards will reimburse fees if you setup a direct deposit as a means of refunding the card.

Aren't there gift cards you can buy at stores that are like 25 dollars or so and are for one time use, like you just use them until the money runs out, im not sure if they can be reloaded

Depends on the card. If its a non-reload card then you use it until it is empty and there are generally no fees. If it is a re-loadable gift card it may or may not have a reload fee. Most visa type gift cards are reloadable and have fees but many waive them if you load money in a way they prefer.
