It's in the Free/No CC offers category, worth $0.40, Instant Credit that is described as

"SimpleParentingGuide.com is offering all parents the chance of a lifetime. WIN $1,000 toward parenting stuff AND GET $50.00 in CASH - Guaranteed. Requirements: Enter your email address"

But it actually takes you to something "moving tips" on lifeinstride.com and has nowhere to enter an email address.

Is this a problem on my end or FC's?

I've gotten this too. I think the offer is just old and FC hasn't taken it down :/
