If you cash out today, you won't receive payment until around April 20th. It doesn't matter when in a month you cash out, you will always receive payment (if approved) by the 20th of the following month.

So you could cash out today and knowing you have a guaranteed check next month and start earning towards your next check or wait until the end of the month to have a bigger check in April.

You have a couple days if you want to build up your balance but you need to cashout by 11:59 pm pst on the last day of the month if you would like to receive your payment next month

The earliest I've ever been paid is the 16th

You can cash out anytime this month but you won't get paid till on or around the 20th of the following month. Good luck and earn more money and cash out on the last day of the month if you want to.

It's a good idea to have a little more than the bare minimum just in case any of the credits you've received are reversed.  If you have done regular offers and some surveys this is a real possibility.  If you've limited yourself to the daily click, RL, and the daily paid email and most bonuses, it's less of an issue.

But you do have until March 31st to request your cash out and still get it by April 20th.

Payments are made on or around the 20th of the month AFTER you request a cashout.  So if you request payment on the 15th of this month, you wouldnt be paid till around the 20th of NEXT month.  If you waited till the 30th to cashout you still be paid on the 20th of the next month.
Many people subscribe to the idea of waiting till last day of month to request a cashout as this gives you a larger check.  Others (myself included) try to request our cashouts as soon as possible (20/21st of month if possible) so that we have the longest amount of time to earn before next pay date.  This method works better if you are a lower earner and only barely make cashout minimums each month.
Still others request their cashouts whenever they get to the $25, this is usually the people to who do the absolute minimum and cashout only 2-3 times per year.

Whether you cashout on the 20th or 30th you would still have a full month to earn as long as you continue to cashout around the same time every month.
