I don't think they're scams per say, its just that almost everything seems to be outsourced to India.  You call almost any company that is based in the US, you end up with someone that you can barely understand the accent.

everything is being outsourced,,,   I can't answer my phone with out it being someone from India on the other end that I can't understand,,,,  so I just hang up.   If they can't speak English I won't talk to them.
