when my husband gets off work we have to get someone arrested who stole 4,000 from us. we have all the receipts to prove it.   the land owner we bought from will be charged with a felony.

I hate to say it but I'm willing to bet the police tell you it's a civil matter.   That is if what I'm reading into this is true, you paid and he is saying you didn't pay.   Really glad you have your receipts.

I was thinking the very same thing, which is why I asked the questions that I did above.
After just getting done with the court system and a questionable judge from what she described, I think Katie is likely heading right back to court again on this dispute.
