It happens to anyone who does not cashout for 180 days (six months), your earnings expire as explained in the terms of service.

Yes it will decrease if you don't cash out within 180 days.  That is why I cash out as soon as I reach $25 in my account.  It usually takes me 3 months.

Excellent strategy if you want to keep earning and getting paid. I take that one step further and deposit it in an account that pays me 6% Daily Compound Interest and over time it makes a significant difference.
