I love my daughter-inlaw but I wish she wasn't such a procrastinater. Any ideas on how to change her ways and get her moving in the right direction will be considered.

Really? She is who she is. Your son liked her enough to want to spend the rest of his life with her. Why does she need to be changed? If she wants to stop procrastinating, maybe she'll get around to it... later.

If you love her then, love her for who she is, not who you want her to be. I bet your son does.
