I'm in Florida and it was 48 for a high a couple days ago and at the same time my cousin in Alaska said it was about the same temperature.

Typically I choose my words very carefully when it comes to temperatures.  Instead of me saying 'it's cold, or it's cold outside', I simply say, 'I'm cold'. 

There always seems to be somebody who will disagree with me by telling me that it's not cold - they go on to inform me that if I want to feel the cold, I should be ... wherever.      

I think it's pretty safe to say that It's Cold - at least in the Eastern part of the US.
