No, you have to link your Paypal to your checking account that you already have.

You dont HAVE to link your paypal account to your bank account. You just leave the money in the paypal account and apply for their debit card. Thats just another option.

I look at my paypal account like an "Internet bank account".  The money that is directly deposited is mainly from websites and ebay.  I transfer the money to my "real" bank account when I need or want to.  Many sites offer a paypal checkout which is secure.  That way the merchant site doesn't have your private info( credit card #, account #, etc..).  Pay pal is a great tool to have when you do a lot of online transactions.  You should check out the site and see if it is for you. 
I also use a private "paypal only" email address which is different from the one I use for everything else.  I don't know if it matters but I feel better knowing that it is not widely known to spammers, phishers and hackers.
