Loud music annoyance

i remember living in one apartment in my youthful days where the guy downstairs was in a rock band that practiced in his apartment. OMG, it was SO loud! And then to top it off, the people upstairs must have had a bowling alley up there! It was so raucous that the chandelier light over my table would swing back and forth! Thankfully I was young and out of my apartment a lot. I would definitely be talking to the upstairs and downstairs neighbors and the apartment complex office if I was in the same situation today! 

I've had this problem but what's really funny is that I thgink my upstairs neighbors are bowing and dropping weights, dragging furniture across the floor.
